The British Horseracing Authority (BHA) has announced the resignation of Lord Allen, who stepped down as Chair in September 2025. However, the BHA's member organizations, including the Racecourse Association, Racehorse Owners Association, Thoroughbred Breeders' Association, and Licensed Personnel, faced a challenge in reaching a unanimous agreement to amend the BHA's Articles. This required a change in governance rules, which ultimately led to Lord Allen's resignation.
Despite the setback, David Jones, the senior independent director of the BHA, expressed gratitude for Lord Allen's contributions. He praised Lord Allen's dedication and the vision he helped develop, stating, 'I have enjoyed working with him and wish him continued success.'
